Red Notice, A True Story of High Finance, Murder, and One Man’s Fight for Justice by Bill Browder published in 2015. A red notice approximates an international arrest warrant issued by Interpol. This is the story of corruption in Russia, and the murder of one brave man, Sergei Magnitsky. As the result of his murder, the US imposed sanctions on Russia, and Russia responded by banning adoptions of Russian orphans by US couples. The Trump Tower meeting attended by Donald Trump, Jr. and others was ostensibly about those sanctions.

Russia has been ruled by strongmen for centuries and most Russians like or tolerate it. Once he makes a public decision, Putin can’t change his mind because that would show weakness, a no-no. President Obama signed the Magnitsky Act in January, 2012, and Russia has been seeking its repeal ever since. The law punishes Russians who are corrupt and prohibits them from coming to the US or stashing their ill-gotten gains here.
