The right to vote part 2

Is the right to vote determined by gender or property ownership or is it a universal right of all adult citizens? A question as old as democracy. I favor universal adult suffrage. Republicans would restrict the franchise to property owners. The hard question is who then can vote and who not. In my opinion, property ownership by itself does nothing to qualify a person to vote intelligently. Perhaps a test on civic knowledge would be a fairer test of who qualifies to vote and who does not. However, civics tests are suspect because they have been used in the past to disqualify minorities from voting. Despite some unqualified voters being able to vote, I favor universal adult suffrage.
